This text presents the difficulties met by civil servants in developing experience-sharing networks among local public services.
As a general rule, the civil servants of local public services feel isolated. Most of them dream of developing networks and sharing experiences. This simple and inexpensive idea has rarely been implemented because in fact it runs into hidden obstacles: it questions the current top-down organization schemes and the social status attached to technical expertise, and it threatens the psychological safety involved in applying established rules. This article analyzes these obstacles and offers solutions for the French system.
