Reflection seminar of the general secretaries; Strasbourg 29-30/09/98

This article is the synthesis of a seminar gathering general secretaries of cities held in Strasbourg in autumn 1998. At a time when decentralisation in France emphasises the responsibilities of the territorial collectives, it is interesting to see how the administrative officials of collectivities question themselves about their role, their references and the crisis of the local representative democracy.
