Integrated Territorial Management

Development

Contribution from Mr André Levesque, President of the CERS (sociological survey and research center)

A magic word that separates the world in two, that classifies countries, regions, and cities in comparison with one another ...

We need to make a distinction between the development:
- of Facilities, which are things,
- of Regional or Urban Planning, which is in space,
- and of Growth.

Development is in the MINDS of men, in their WILL, in their COURAGE.
