Information and communication technologies (TIC) are used where men and women handle and exchange signs, thereby bringing about radical social changes that cannot be kept within the narrow confines of the "new economy". This documents gathers contributions from Europe, Africa and North America to provide an overview of the risks and opportunities that ICTs can bring to every human activity. Particular emphasis is placed on the renewal of democracy, governance and education.
