 ALLIANCE FOR A RESPONSIBLE, PLURAL, AND UNITED WORLDThe principal aim of the Energy Workshop, or preferably the Energy Efficiency Workshop is the definition and implementation of energy strategies based on energy consumption efficiency.

This first meeting allowed a better understanding of barriers to energy efficiency strategies, taking into account regional or social variations, and drawing a first set of propositions aiming at reinforcing the implementation of energy efficiency programs.
This seminar led in particular to the creation of the project WEEL (World Energy Efficiency Link). WEEL is designed to ensure that the agenda of the Alliance’s "Energy Efficiency Workshop" is pursued; to maintain active links within an extended group; and to deepen the understanding and dissemination of the concepts, methods and practices of an energy efficiency.
The Forum of the Energy Efficiency Workshop is aimed at
    * exchanging information and experience to develop proposals aimed at decision-makers at different levels;
    * a debate on required means of transformation.
The Energy Workshop is coordinated by WISE-Paris (World Information Service on Energy) and ICE (International Consulting on Energy), Paris.
We, the undersigned, participants in the Energy Efficiency Seminar, from 28-30 June 2000 in Paris, organized by WISE-Paris and ICE and supported by the Alliance for a Responsible and United World;
Agreed on the creation of the World Energy Efficiency Link (WEEL) to strengthen energy efficiency among peoples, cultures, and countries worldwide.
This initiative is particularly timely given the environmental impacts associated with energy production and consumption, the threat posed by climate change, the ongoing restructuring of energy markets globally, and the need to find sustainable development pathways.
The activities of WEEL will include creating linkages among organizations and individuals concerned by energy-efficiency issues; expanding the discussion of energy efficiency to a broader public; and integrating energy efficiency into all sectors of human activity.
