Can a global society function durably without a global government? The current process of economic globalisation, which can be seen particularly in the recent increase in goods and capital trade, has revived this old question. It was the focus of the Carrefour des Sciences et de la Culture organised in Lyon from 14 to 16 October, 1998 by the European Commission’s Forward Studies Unit in collaboration with the Institut Aspen in France.

This paper argues that we are at a dangerous junction in human history where the institutions and mechanisms that we have set up to govern Planet Earth are in danger of collapsing. This threat is all the more disconcerting because we live in an era of unparalleled affluence and prosperity. What is missing is an updated global governance system to harness the great promise afforded by globalisation and technological change.

Discussion paper presented by Mr. Kobsak Chutikul, MP (Thailand). The objective of the present paper is to stimulate and advance the debate on an inter-parliamentary process for the WTO by taking stock of events and arguments and providing an overview of available options. This exercise seems to be all the more necessary in view of preparations for the Parliamentary Conference on the WTO to be held in Geneva in February 2003.

The current system of governance is no longer adapted to the challenges of tomorrow's world. Its architecture must be based on a new vision of the world and on universally acknowledged principles so that its legitimacy is accepted by all.

This is a proposal to set up a high-level task force, the “Club of Athens” to investigate alternative scenarios for better global governance in the twenty-first century. The Club would include former heads of governments, business leaders, academics and representatives of civil society. It would have a limited life span of three years and a clear agenda: to propose ways and means to better manage what is proving to be one of the most difficult challenges of our times Globalisation – in order to humanize and democratize the process and make its benefits available to all.
