    Can a global society function durably without a global government? The current process of economic globalisation, which can be seen particularly in the recent increase in goods and capital trade, has revived this old question. It was the focus of the Carrefour des Sciences et de la Culture organised in Lyon from 14 to 16 October, 1998 by the European Commission’s Forward Studies Unit in collaboration with the Institut Aspen in France.

The Club would include former heads of governments, business leaders, academics and representatives of civil society.
