When Dialogues for the Progress of Humankind and the
Alliance are linked…

by Vladimir Ugarte, coordinator of the DPH network for the exchange of experiences

1/ DPH and the Alliance : mutual fertilization

"How can the world be considered as a whole as well as from each of its
components?" wondered a native who participated in the equatorian meeting organised last April 2001 by the Salesian Polytechnic University, the Network for Community Radios (CORAPE) and DPH. The above question, which was the point of reference for all those who, for one week plunged into the DPH method in order to build the network for the exchange of experiences "Mingo Ecuatoriana por la Paz", is far from being of interest only to the equatorians. Indeed, it is also set in the minds of all those who participate in the preparation of the International Assembly for a Responsible and Interdependent World which will be held from 11 to 20 December 2001 in the French city of Lille - the Alliance and DPH were build around world wide questions and challenges - The Alliance is a large articulation of human intentions aimed at working out proposals for giving answers to the problems of this new millennium - DPH is an international set of methods, instruments and mediators of exchange wishing to contribute by their know-how to strengthening democratic and citizenship processes. Concentration between the uniqueness of the DPH method and the Alliance diversity is presently considered as a sizeable stake which will make it possible for one to benefit from the advantages of another.

Another example can confirm such an appreciation. In January 2001, the Charles Leopold Mayor Foundation participated in the World Social Forum of Porto Alegre which was conceived as a determining rendez-vous in the fight against globalisation - This event was successful considering its size and coverage. Over 400 workshops were organised; this was a first of its kind. In spite of this, apart from Latin America and NGOs, the rest of the world
and other socioprofessional components were poorly represented. How could it be imagined that another world is possible when we are always the same to come together? In addition, the practice of a concerted and integrated method meant for bringing out fundamental experiences and proposals is lacking and can therefore not pass from the symptomatic to the propositional phase. Lille 2001 is strongly present in our minds. It should involve a diversity of people, uniqueness in the vision and a methodology of exchange of experiences that is properly run in and prepared in advance.

Another example is that in 1994 in Paris, animators of networks, associated to DPH conceived what the thesaurus, a fundamental instrument helping to find one's way through the bank of experiences, would be. But this thesaurus had the deficiencies of its qualities: it was the exact photography of the present frontiers of DPH, therefore of its limitations if the world must be understood in all its complexity. The integration of the cartographic dimension (representation of the DHP thesaurus and the links it gives rise to) into the various workshops and colleges of the Alliance has today made it possible to change direction: the thesaurus has enriched itself with the diversity of subjects and actors from the Alliance, thereby giving DPH a new breath.

2/ Concerted actions

DPH and the Alliance have been meeting selectively together for two years.
A concerted and rigorous action has, since March 2001, been taking many forms:

* The Alliance has been organising its deliberations by thematic workshops and socioprofessional colleges. Each has the task of working out proposals and giving evidence of their viability in the prospect of the Lille 2001 encounter. A first selection in the DPH Bank enabled us to sort out about 1500 experiences which may illustrate each theme. You may view them at: /fr/documents DPH partners may locally help allies to produce such files.

* A series of regional and continental meetings of the Alliance are being held before the Lille 2001 encounter. DPH is a concrete means for organising contributions from the allies and cartography, a new method for animating working groups.

* Since June 2000, the DPH Bank has been accessible through the Internet (see www.webdph.net). This technical module is presently used by the Alliance to visualise files from workshops and colleges. A utility has just been developed which enables to draw up files on-line; it will be integrated into DPH in the months to come.

* The experience of the electronic Forum UF/ACP (see http://www.ue-acp.org) has made it possible to learn a virtual and structural animation method for managing the participants' contributions. DPH may help the Alliance to successfully hold its various electronic fora (by workshop and college), by nourishing discussions with files and identifying contributions so that they may also be compiled as files.

* Lastly, a methodological articulation team was set up since May 2001 which involves members from DPH and the Alliance. Its purpose is to provide seven (7) guidelines for the use of the various instruments which will be selected by the allies from now till the Lille 2001 meeting. As they are finalised, these guides are put on-line in the Participate section of the Alliance website:

Other initiatives of articulation are being worked out in Africa, Latin America or elsewhere. Some ideas circulated for that purpose in the DPH Forum. Why not propose yourself as a link in this articulation?
