The Montreal meeting report says:
The internet directory data base is a common tool to manage collectively lists
of contacts and participants (or potential participants) to the workshops.
Today the base contains mainly names of allies. It is necessary to fill it
with
all identified potential contacts. We agreed that every animator will fill the
directory with the interesting contacts he has on every workshop, and then
inform the workshop animator of the names he put in.

Here it is :
Guidelines to exchange and fill new contacts for the workshops
1/ When a workshop starts, a half page information is sent by workshop
animators on the PSES animators list (socioeco@samana.funredes.org) giving
specially the description of the workshop objectives, the contact of the
animators and the address of the workshop site (“workshop
name”@socioeco.org)
2/ The other animators select in their own contacts those who seem to be
relevant for the topic.
3/ They create directly the contacts they are proposing in the internet
alliance directory (http://alliance.echo.org/)..
They write in the directory all the information they to join the contacts. It
is very important to put “yes” in the field “ally” only if these contacts have
filled up the subscription document authorizing to disseminate their name and
addresses to other allies. On the second screen, it is necessary to select
“Socio-Economy” in the field “Pole”, then the theme and the workshop for which
you propose this contact in the corresponding fields.
If they have a database with many contacts, they can just generate a tsv file
and send it to the animator who will take care of the importation in the
alliance directory (see Directory Manual October 2000).
4/ Then, they inform directly, or through the PSES list, the animator of the
workshop and give the names of contacts they have created in the directory.
5/ It would be good that they send a personal e-mail to their close
contacts to
invite them to participate to the specified workshop. It will help greatly the
workshop animator to get the participation of these contacts.
6/ Every animator can consult easily at any time the list of people which have
been registered on their workshop, thanks the research module. He then can
transfer all the data’s on his computer and do a mailing with his word
processor or create an email list for his mail software. Attention : in the
research module, put ? in the field “ally” (takes allies and non-allies)..
