depuis 10 ans. Il ne me semble pas qu'une telle duree de presence soit
necessaire.
Il faut tout d'abord rappeler qu'un Francais peut voter aux elections
municipales des son changement de domicile alors que, jusqu'a son
demenagement, il n'avait a priori rien a voir avec la commune de nouveau
domicile. Il faut egalement rappeler qu'un etranger a en France autant de
devoirs qu'un Francais, depuis la suppression du service militaire. Il paie
les memes impots, les memes cotisations sociales et est soumis aux memes
lois et aux memes peines. Dans ces conditions : pourquoi ne pourrait-il pas
voter ? Je me demande quel est l'argument qui permet d'exclure les
personnes etrangeres de la participation a l'elaboration des normes qui
vont s'appliquer a son cas.
Ne suffit-il pas que l'etranger ait manifeste son intention de rester en
France, ne serait-ce que temporairement ? Quels pourraient alors en etre
les indices ? La declaration d'impots, la scolarisation des enfants, le
mariage en France, la carte [de sejour] de 10 ans, la carte vie privee et
familiale ?
Derriere ces questions, on se heurte, d'apres moi, a la question, que je ne
sais pas resoudre, du moment de l'acquisition de la citoyennete. Je reviens
immanquablement a la solution : tout depend de la volonte de l'etranger.
Entend-il rester un moment dans un pays (c'est-a-dire ne pas etre qu'un
simple touriste ou une personne de passage, comme un salarie detache pour
une mission) ? Veut-il participer a la vie publique ? Peut-on alors
concevoir de laisser le droit de vote a la seule appreciation de la
personne qui en est potentiellement titulaire ?

that is going to apply to their case.
Isn’t it enough that a foreigner has manifested their intention to stay in
France, even if it is only temporarily? What would be then the indications?
The tax return, the schooling of the children, the marriage in France, the
card [of stay] of 10 years, the private and family life card?
Behind these questions, one comes up, according to me, against the problem,
that I don't know how to solve, of the moment of the acquisition of the
citizenship. I come back inevitably to the solution: all depends of the
determination of the foreigner. Do they mean to stay a while in a country
(is it to say not to be a simple tourist or a person passing by, like a
employee detaches from their country for a specific mission)? Do they wish
to participate to the public life? Is one able then to conceive to let the
right to vote to the own person's, potentially titular of it, appreciation?
