J'apporterai seulement des nuances.
Les migrations mettent en jeu 3 partenaires : la personne, le pays de
depart et le pays d'arrivee.
Partir est un droit reconnu par la Declaration universelle des droits de
l'homme. Le droit d'arriver quelque part a malheureusement ete " oublie "
pour des raisons politiques. Il s'agissait de montrer que les pays de l'Est
voulaient empecher leurs ressortissants de sortir [a l'epoque de la Guerre
froide]. Les choses ont maintenant change et nos regimes sont genes par
cette liberte proclamee "inconsiderement".
D'ou la mise en place de filtres a l'entree qui dependent surtout de
l'economie meme si la question est quelquefois masquee par des declarations
politico-humanitaires notamment sur le droit d'asile. Actuellement, il est
clair que la question, pour le patronat et les gouvernements est comment
obtenir une main-d'oeuvre plus ou moins qualifiee mais surtout meilleur
marche.
L'interet des personnes ou de pays d'origine est de peu de poids.

et comment "mesurer" la valeur ajoutee ? Qui va et comment determiner la
quantite a reinvestir dans le pays d'origine ?
Cette problematique montre l'interet qu'il y a a estimer la "valeur
ajoutee" par l'arrivee de travailleurs etrangers. Cette gymnastique est a
la fois necessaire et dangereuse.
Necessaire pour le but propose par Jacques [cofinancement de projets,
transfert de savoir-faire notamment] mais aussi, comme le fait Cyril, pour
repondre a ceux qui parlent du "cout" des immigres. Elle est cependant
dangereuse. Ne faut-il tolerer que les gens qui rapportent ? Faut-il
"euthanasier" les personnes agees, handicapees parce qu'elles coutent plus
qu'elles ne cotisent a la securite sociale ?
Quelqu'un sait-il s'il existe des etudes recentes sur la question ?

I will only bring some nuances.
The migrations involve 3 partners: the person, the country of departure and
the country of arrival.
To leave is a right recognized by the universal Declaration of the human
rights. The right to arrive somewhere was unfortunately “forgotten" for
political reasons. It was about showing that the countries of the East
wished to stop their nationals from coming out [at the time of the cold
War]. The things now have change and our governments are uncomfortable by
this freedom proclaimed “thoughtlessly".
Hence the setting up of filters to the entry which especially depends on
the economy even if the question is sometimes hidden among others by
humanitarian politico declarations on the right of asylum. Currently, it is
clear that the question, for the employers and the governments are how to
obtain a manpower more or less qualified but especially cheaper.
The interest of people or original countries is of little weight.

interesting and would deserve to be studied thoroughly: who goes and how
"to measure" the added value? Who goes and how to determine the quantity to
reinvest in the original country?
This issue shows the interest that there is to estimate the "added value"
by the arrival of foreign workers. This analysis is simultaneously
necessary and dangerous.
Necessary for the goal proposed by Jacques [joint financing of projects,
transfer of know-how in particular] but also, as done by Cyril, to answer
to those who speak of the "cost" of the immigrants. It is however
dangerous. Should it be tolerated only the people that bring something in?
Should we “euthanasia" the oldest and handicapped people because they cost
