pays d'accueil, qu'il faudrait humainement calculer ou estimer pour qu'une
partie revienne au pays d'origine.
Celle-ci, sous forme d'investissement, permettrait de co-financer des
projets decides democratiquement et de creer des emplois; et meme, a terme,
pour la personne concernee, de revenir, si elle le souhaite, pour faire
profiter sa region de son nouveau savoir-faire.
Tant que cette personne sera "deplacee", il est normal qu'elle puisse
participer aux differents votes locaux. Ce serait une maniere tres utile
pour cultiver et entretenir "l'esprit democratique" profitable a toute l'
Humanite.
Cette boucle devrait impliquer tant les differentes autorites, que les ONG
et les syndicats.

or to estimate so that a part of them comes back to the original country.
This added value, in the form of investment, would allow to co-finance
projects democratically decided and to create some jobs; and even, on the
long term, for the interested person, to come back, if she/he wishes it, to
do take advantage of his/her region of his/her new expertise.
As long as this person will be “displaced", it is normal that she can
participate in the different local voting. It would be a very useful way to
cultivate and to maintain "the democratic mind" profitable to the whole
Humankind.
This loop should involve the different authorities, as well as the NGO and
the unions.
