droit. En d'autres termes, il n'est pas possible de parler d'immigration
sans parler de droits, les droits n'etant pas necessairement lies a
l'economie. La deuxieme partie fera l'objet d'un second message.
Pour etre court, je ne parle que du chomage et de la protection sociale.
* Chomage *
Aucune etude n'a montre que l'immigration pouvait etre une cause du
chomage. Les experts de droite (OCDE, [Organisation de la cooperation et de
developpement economique]) et de gauche (BIT, [Bureau international du
travail]) sont d'accord sur ce point. L'exemple de la France est frappant :
la date de fermeture des frontieres coincide avec le debut de la montee du
chomage. De plus, il est simpliste de croire que l'augmentation de
l'immigration diminue le nombre d'emplois disponibles. C'est une vision
fausse de l'economie ou la part de gateau diminue si le nombre de mangeurs
augmente. Or, l'economie est un gateau qui grandit en meme temps que le
nombre de mangeurs augmente.
* Protection sociale *
Concernant la protection sociale, il est faux de croire que les etrangers
coutent au pays d'accueil. Pour plusieurs raisons. Dans les pays comme la
France ou le systeme de protection sociale est finance par les cotisations
des travailleurs, les etrangers touchent des prestations car ils ont
cotise. Dans les pays ou la protection sociale est financee par l'impot,
les etrangers payent des impots. Ils ont donc droit a des prestations en
contrepartie. Dans la plupart des pays europeens, la protection sociale est
financee par l'impot et par les cotisations. De plus, ce que payent les
etrangers est souvent plus important que ce qu'ils recoivent. En effet, les
etrangers font souvent partie de milieux modestes qui ont peu acces aux
soins, qui meurent plus tot ... Et les etrangers repartent parfois dans
leur pays d'origine a l'age de la retraite sans toucher leur retraite. De
plus, si on parle de cout des etrangers, il faut se rappeler que les
etrangers viennent en general apres avoir recu une formation dans leur
pays. Cette formation est payee par le pays d'origine et ne coute rien au
pays d'accueil.
Les recents debats sur la reouverture des frontieres aux immigres pour
financer les retraites montrent que les immigres ne sont pas un cout. Mais
peut-on fonder une politique migratoire sur l'idee que l'economie commande
le deplacement des personnes ? En d'autres termes peut-on dire que le sud
de la planete est au service du nord ? Il est evident que non. C'est
pourquoi ce n'est pas l'economie qui doit etre le moteur des flux
migratoires. Ce theme est l'objet de mon prochain message.

they have contributed. In the countries where the social welfare is
financed by the tax, the foreigners pay for the taxes. They have right
therefore to some benefits in counterpart. In most European countries, the
social protection is financed by the tax and by the contributions. Besides,
what pays the foreigners is often more important than what they receive.
Indeed, the foreigners are often part of modest background that has little
access to the healthcare, who die sooner... And the foreigners sometimes go
back to their original country at the age of the retirement without getting
their retirement allowance. Besides, if one speaks of cost of the
foreigners, it is necessary to remember that the foreigners come in after
having received a training in their own country. This training is paid by
their original country and is does not cost anything to the host country.
The recent discussions on the reopening of the borders to the immigrants to
finance the retirements allowance show that they immigrate are not a cost.
But one can found a migratory policy on the idea that the economy orders
the move of people? In other terms can one say that the south of the planet
is at the service of the north? It is obvious that not. It is why it is not
the economy that must be the motor of the migratory flows. This topic is
