°°° Resume : Ceci est un billet d'humeur que j'ai redige lors de ma
participation au Forum Social Mondial de Porto Alegre. °°°
Plus que le Forum Social Mondial c'est le Forum Mondial des Mouvements
sociaux qui s'est reuni en ce sud bresilien, plus riche, moins metis, mais
tout aussi chaud que le reste du pays.
L'image ne serait pas celle d'une ruche mais plutot d'une petite maree
humaine, comme si une camera cadrait un bout de plage laissant defiler des
vagues qui s'etalent et se reforment continuellement, au hasard des
couloirs, des grands halls, des salles et des amphitheatres.
Au premier abord, rien ne frappe ni ne surprend, mais en s'arretant un
instant on realise que plusieurs milliers de personnes sont reunies et
qu'il semble tout naturel de se retrouver la, que les choses se font et se
passent sans asperites particulieres, qu'un certain plaisir se lit sur les
visages comme si enfin on avait pu se retrouver ensemble... si cette
serenite n'est pas la reussite !
Mais surtout on prend conscience d'etre nombreux et que cette force est un
pouvoir parce qu'elle detient le pouvoir de la force (et precisement parce
qu'elle ne pretend pas au pouvoir).
Le renouveau du politique est ici omnipresent ; la gouvernance est le sujet
du jour quelle que soit la raison d'etre de la participation de chacun ou
sa thematique propre. Et si mon sujet est precisement la culture politique
et la pratique politique, le FSM est un laboratoire vivant multiculturel
sous mes yeux.
Multiculturel certes, mais certainement pas proportionnel. Le Forum est
largement et avant tout bresilien, on y parle par ailleurs beaucoup
espagnol et francais, mais etrangement et pour la premiere fois, pas anglais.
Le plus frappant est sans doute le decalage existant entre les differents
temps forts du Forum. Les moments publics, tels que la marche d'ouverture,
les grands rassemblements du soir en plein air et les plenieres du matin,
sont relativement facilement "recuperes" politiquement et laissent emerger
une spontaneite reactive aux noms mythiques, aux mots accrocheurs, a ce
quelque chose qui nous ramene quelques decennies en arriere et nous
rappelle que le Bresil et les pays latino-americains qui l'entourent, ont
vecu de longues periodes de dictature, annihilant ainsi des annes de
culture politique.
Par contre les ateliers de l'apres-midi gomment les differences dans la
pratique politique : parce que tous se confrontent aux memes defis, aux
memes problematiques, tous parlent le meme langage et ont des convictions
bien semblables. Et sous les grands ventilateurs des salles de faculte, ce
ne sont plus alors les evocations du Che qui font lever les gens, ni les
denonciations hurlees dans un micro qui font siffler les foules.
Il est rassurant et stimulant de comprendre que la grande majorite des
presents ont connu ou connaissent encore, leurs idees au pouvoir : tous
ont, de pres ou de loin, l'experience de gouvernements qu'ils ont mene au
pouvoir, et aujourd'hui le defi n'est pas de gagner des elections mais bien
de savoir gerer la deviance et la dilution que provoque l'acces au pouvoir.
Et la, culture et pratique politiques de tous se rejoignent dans une meme
conviction : la democratie au pouvoir devrait veiller a ne jamais desserrer
ses rangs au sein de la societe civile ni affaiblir la ressource humaine
des mouvements sociaux par necessite de la transferer au niveau decisionnel.

°°° Abstract: It is a mood note that I wrote at the time of my
participation in the World Social Forum of Porto Alegre. °°°
More than the World Social Forum it is the World Forum of the social
Movements that met in the south of Brazilian, more rich, less melting-pot,
but just as hot as the rest of the country.
The image would not be the one of a hive but rather of a small human tide,
like if a camera focused a piece of beach letting the breaker waves that
spread and reforms themselves continually, at random of the corridors, the
big halls, the rooms and the amphitheaters.
At first sight, nothing strikes nor surprises, but while stopping one
moment one realizes that several thousands of people are gathered and that
it seems all natural to be there, that the things are done and happen
without particular asperities, that a certain pleasure can be read on the
faces as if finally one could be together... if this serenity is not the
success!
But especially one becomes aware of being numerous and that this strength
is a power because it detains the power of strength (and precisely because
it doesn't claim to get the power).
The Political Renewal is here omnipresent; the governance is the subject of
the day whatever is the reason to be of the participation of each or their
own topic. And if my subject is precisely the political culture and the
political practice, the WSF is a multicultural living laboratory under my
eyes.
Multicultural certainly, but certainly not proportional. The Forum is
extensively and before all Brazilian, one speaks greatly Spanish and French
there otherwise, but strangely and for the first time, not English.
The most striking is probably the existing gap between the different key
moments of the Forum. The public moments, such as the march of opening, the
big gatherings outside in the evening and the plenary of the morning, are
relatively easily “cashed in” politically and let emerge a reactive
spontaneity to the mythical names, to the tenacious words, to this special
thing that brings us back some decades ago and recall us that Brazil and
the Latin-american countries that surround it, lived long periods of
dictatorship, ruining years of political culture thus.
On the other hand the workshops of the afternoon erase the differences in
the political practice: because all confront themselves to the same
challenges, to the same problematic, all speak the same language and have
very similar convictions. And under the big fans of the faculty rooms, it
is not anymore the evocations of the Che that do raise people, nor the
denunciations screamed in a micro that does hiss the crowds.
It is reassuring and stimulating to understand that the big majority of the
present people knew or still know, their ideas of the power: all have,
closely or from afar, the experience of governments that they conducted to
the power, and today the challenge is not to win some elections but well to
know how to manage the deviance and the dilution that the access to the
power provokes. And there, culture and practical policies of all get
together in a same conviction: the democracy in power should ensure to
never loose its ranks within the civil society nor weaken the human
resource of the social movements by need to transfer it at the decision
making level.
