Dear fellows,
My name is Cees Roele, farmer's son from the Northwestern part of the
Netherlands, educated as agricultural economist and now working in the
Ministry for Agriculture, Nature Management and Fisheries in the Hague, the
Netherlands. My fields of interest (and work) are rural development,
training and governance. Especially the future of rural areas in a
sustainable and democratic way do attract me. At this moment I'm involved
in the creation of a new Dutch policy paper on environmental policy,
specially aimed to tackle persisting environmental problems in the
Netherlands in an international perspective. Agriculture and, as we call
it, a highly appreciated living space are the items I'm working on. In both
subjects, governance plays an important role with questions as: to what
extent can a (present) government enroll other actors to create a
sustainable society, what can be the cooperation and also division between
the government on one hand and "the market parties" on the other hand.
Till a couple of years ago I spent my time abroad: Spain, Turkey, Iran,
Pakistan and Germany. Working was related to agricultural policy and nature
policy. Because of that I'm not only interested but also convinced that
solutions of sustainability and good governance have to be found in the
international world and that for a real democratic approach a good
cooperation between the several levels of government (from European to
local and vice versa) is an absolute precondition. I also am convinced of
the power of individuals and private organisations to move the world into
sustainability.
As citizen I believe in a strong civil society (however I do see as it is
the case within bureaucratic organisations that only institutional
interests can block the so much desired or needed changes in society as
well). What I like on this debate especially is the European level since
most of the debates are on local level. I also think that sustainability is
still in the heart of many rural people. It will be a great challenge to
create the right conditions to establish a sustainable society by using the
spirit of (among others) the rural society.

Chers collegues,
Mon nom est Cees Roele, fils d'agriculteur du Nord-ouest des Pays Bas,
forme comme economiste agricole et travaillant maintenant au Ministere de
l’Agriculture, Gestion de la Nature et Peches a La Haye, Pays Bas. Mes
centres d'interet (et travail) sont le developpement rural, formation et
gouvernance. Je suis surtout attire par le futur des zones rurales d’une
maniere durable et democratique. En ce moment je suis implique dans la
creation d'un nouveau document sur la politique hollandais sur politique de
l'environnement, specialement visant a s'attaquer aux problemes persistants
de l'environnement aux Pays Bas dans une perspective internationale.
L’agriculture, comme nous l'appelons, et l’espace de vie hautement apprecie
sont les themes sur lesquels je travaille. Dans les deux sujets, la
gouvernance joue un role important avec les questions comme: a quelle
ampleur un (actuel) gouvernement implique d'autres acteurs pour creer une
societe durable, et sur ce que peut etre la cooperation et aussi une
division entre le gouvernement d’une part et les “parties du marche”
d'autre part.
Jusqu'ŕ il y a deux annees j'ai passe du temps a l'etranger : Espagne,
Turquie, l'Iran, le Pakistan et l'Allemagne. Mon travaille a ete ete en
rapport avec politique agricole et politique de la nature. A cause de cela
je suis non seulement interesse mais aussi convaincu que les solutions de
durabilite et de bonne gouvernance doivent etre trouve dans le monde
international et que pour une vraie approche democratique une bonne
cooperation entre les differents niveaux de gouvernement (Europeen a local
et vice versa) est une condition prealable absolue. Je suis aussi convaincu
du pouvoir des individus et des organisations prives a pousser le monde
vers la durabilite.
Comme citoyen je crois en une societe civile forte (cependant je vois comme
c'est le cas au sein des organisations bureaucratique que seulement des
interets institutionnels peuvent bloquer les changements tant desire ou
necessaire dans la societe aussi). Ce que j'aime surtout dans ce debat est
le niveau europeen etant donne que la plupart des debats est au niveau
local. Je pense aussi que la durabilite est encore dans le coeur de
beaucoup de gens ruraux. Ce sera un grand defi pour creer les bonnes
conditions pour etablir une societe durable en utilisant l'esprit (parmi
d’autres) de la societe rurale.
