experience d'animateur d'un forum sur la gouvernance mondiale. °°°
** Resultats du sommet de Nice **
Les observateurs les plus avertis et les plus impartiaux ont porte sur les
resultats de ce sommet tant attendu un jugement pour le moins mitige, pour
ne pas dire critique. Les quelques points d'accord refletent des compromis
laborieux et peu substantiels (ce qu'Eric Dacheux releve). Sans etre
negligeables, ils ne semblent pas determinants sur la voie de la
construction d'une Europe "de bonne gouvernance".
Bien sur, le projet est si ambitieux qu'il ne peut que progresser
lentement, a travers toutes les resistances traditionnelles liees a tous
les reflexes historiques de volonte de puissance et de "Real Politik" des
Etats et de leurs gouvernants.
A nous d'imaginer et de proposer avec l'ardeur necessaire le grand et beau
projet qui transcende toutes ces pesanteurs et toutes ces reserves !
Non, ni le mythe ni l'Utopie, mais la Conquete du "Mieux-Etre" par une
systemique existentielle bien temperee.
** Affiner le concept de gouvernance **
Comme vous le savez, j'anime le forum "Gouvernance mondiale" de l'Alliance
pour un monde responsable, pluriel et solidaire

qui n'est pas sans rapport avec la gouvernance europeenne bien evidemment.
Apres plusieurs mois d'echanges feconds, ce forum a propose de substituer a
la notion de gouvernement celle de gouvernance pour integrer a la fois la
complexite et les interactions croissantes des echanges mondiaux de toute
nature sur des aires geographiques de plus en plus etendues et en "temps
reel", et la necessite de tenter de les reguler pour le mieux-etre collectif.
Selon moi, les priorites sectorielles pour la construction d'une
gouvernance mondiale (et l'Europe y a bien sur un role majeur a jouer)
orientees vers un reequilibrage Nord / Sud ou pays riches / pays pauvres
sont les suivantes :
Gouvernance et elimination des famines et de la misere
Gouvernance et regulation de l'eau
Gouvernance et protection des sols et des forets
Gouvernance et protection de l'air, de la couche d'ozone, des climats
Gouvernance et lutte contre les epidemies, protection de la sante et du vivant
Je souhaite aussi preciser que l'interet principal du forum Europe est de
montrer que nous sommes capables, a partir d'une experience, d'une
competence, mais aussi d'une culture des relations internationales
(notamment d'une bonne connaissance du fonctionnement des organismes
internationaux) de produire des propositions concretes de reformes
concertees et soutenues par un fort courant d'approbation de la societe civile.

Of course, the project is so ambitious that it can only progress slowly,
through all linked traditional resistances to all historic reflexes of
determination of power and “Real Politik" of the States and their governing
people.
It is up to us to imagine and to propose, with the necessary ardor, the
grand and beautiful project that transcend all these heaviness and all
these reserves!
No, nor the myth nor the utopia, but the Conquest of the "better
well-being" by a existential systemic very moderate.

As you know it, I facilitate the forum "World Governance" of the Alliance
for a Responsible, Plural and United World

which is obviously related to the European governance.
After several months of fruitful exchanges, this forum has proposed to
substitute the notion of government by the one of governance to integrate
the complexity and the increasing interactions of the world exchanges of
all nature simultaneously on geographical areas increasingly extended and
in "real time", and the need to attempt to regulate them for the better
collective well-being.
According to me, the sectoral priorities for the construction of a world
governance (and Europe has a major role there of course to play), oriented
toward a North rebalancing / South or rich countries / poor countries, are
the following:
Governance and elimination of the famines and misery
Governance and regulation of water
Governance and protection of soils and drills
Governance and protection of air, of the ozone layer, of the climates,
Governance and fight against the epidemics, protection of health and the
living,
I wish to specify also that the main interest of the Europe forum is to
show that we are capable, from an experience, of a skill, but also of a
culture of the international relations (among others of a good knowledge of
the work of the international agencies) to produce concrete proposals of
reform concerted and sustained by a strong approval of the civil society.
