Je me joins a la requete d'Eric Dacheux
[http://www.funredes.org/alianza/eur-gov-alliance/0052.html (*)] pour que
les participants au forum presentent les reseaux ou associations de
citoyens qui recherchent le developpement de la democratie et la
participation citoyenne ; soit ceux auxquels eventuellement ils
participent, soit ceux qu'ils connaissent. On peut tenter de les inviter a
participer au forum.
Pour repondre a Eric :
1) J'ai utilise le terme "mythe" dans l'acception grecque, tres proche de
"utopie", le prenant d'un texte d'Etienne Balibar [philosophe francais],
que je conseille de lire sur le site web de notre forum dans la rubrique
"documents", "textes de reference".
Je pense que si la definition d'un texte de Constitution europeenne (certes
un texte de droit) etait mise a l'ordre du jour, les mouvements citoyens
auraient plus de facilite a lancer un debat sur l'Europe que nous voulons.
2) Certainement, a chaque niveau de gouvernance (communes, regions, Etats),
les organes charges de defendre les interets d'une communaute politique
doivent remplir leur mission ; mais la construction de l'Europe n'est pas
en ce moment un des interets principaux de tous les citoyens. A Nice, comme
je le craignais, les Etats ont agi pour defendre ou obtenir plus de pouvoir
envers les autres membres, pas pour faire avancer le plus rapidement
possible l'Europe politique.
3) De nouveaux petits pas ont ete faits a Nice, mais il est evident que
plus on s'approche du but, plus la vitesse de marche se reduit, tandis que
les temps politiques pour contribuer a la sauvegarde de la Planete sont
toujours plus courts.
4) Quant au Livre blanc sur la gouvernance europeenne, j'ai un doute :
est-ce que sont les eurocrates qui sont le mieux a meme de discuter entre
eux sur le comment nous, citoyens, pouvons et devons participer ?
J'aimerais avoir des avis sur le texte de cadrage qui a ete prepare pour le
forum et pour l'Assemble continentale qui se tiendra en juin prochain. Il
contient beaucoup de questions tres ouvertes. [Pour ceux qui ne l'auraient
pas lu, vous pouvez le telecharger depuis notre site web, dans la rubrique
"documents", "textes de cadrage".]

1) I have used the term "myth" in the Greek meaning, very close to
"utopia", taking it from a text of Etienne Balibar [French philosopher],
that I recommend to read on the Web site of our forum in the category
"documents", "texts of reference."
I think that if the definition of an European Constitution text (certainly
a text of law) was put to the agenda, the citizens' movements would have
more of facilitates to launch a discussion on the Europe that we want.
2) certainly, to every level of governance (townships, regions, States),
the institutions in charge of defending the interests of a political
community must fill their mission ; but the construction of Europe is not
at the moment one of the main interests of all citizens. In Nice, as I
feared it, the States acted to defend or to obtain more power towards the
other members, not to make go forward the political Europe as fast as
possible.
3) new small steps have been done in Nice, but it is obvious that more one
approaches the goal, more the speed is limited, while the political moments
to contribute to the protection of the Planet are always shorter.
4) as for the white Book on the European governance, I have a doubt : is it
the Eurocrats which are the most adequate persons to discuss between them
on the how we, citizens, can and must participate ?
I would like to have some opinions on the discussion text that has been
prepared for the forum and for the continental assembly that will be held
in next June. It contains a lot of very open questions. [For those that
