Serait-il possible d'avoir plus d'informations sur les associations et les
organisations dans lesquelles les participants au debat agissent ? Par
exemple, je ne connais absolument pas le Reseau d'initiatives de democratie
directe en Europe dont Jean Ambert est membre !
Par ailleurs, a propos de l'intervention de Sandro :
a) Une constitution n'est pas un mythe, mais un texte de droit. Une
constitution est certainement necessaire pour clarifier les textes
europeens. Mais ce qui manque ce n'est pas un mythe, mais une utopie, une
direction vers laquelle on veut aller et qui provoque des debats, de la
passion. L'Europe manque de passion.
b) Il y a eu des choses interessantes a Nice. Comme la cooperation
renforcee et la Charte des droits fondamentaux qui, pour les futurs pays
adherents, represente un plus certain. Reste qu'on ne peut pas demander a
des Etats qui sont (Cf. Eric Weils, "Philosophie politique", edition Vrin,
Paris,1958. Eric Weils est un philosophe francais) des organes charges de
defendre les interets d'une communaute politique de brader leurs interets
nationaux.
c) Le blocage du processus intergouvernemental est, dans une certaine
mesure, une chance pour les associations. Des institutions europeennes
comme le Parlement, le Conseil economique et social et la Commission, vont,
pour faire avancer la construction europeenne, developper un dialogue civil
avec les associations et fondations. La redaction d'un livre blanc sur la
gouvernance europeenne est emblematique de cet etat d'esprit.
d) Au fait, qu'est-ce que la gouvernance ? C'est un mot que je n'aime pas,
je prefere la notion de "dialogue civil". Reste qu'il faut s'entendre sur
ce que l'on met derriere les mots avant de debattre. Si on pouvait deja
donner un contenu commun au mot "gouvernance", on aurait fait la moitie du
chemin.

Hello all,
Would it be possible to have more information on the organizations and the
organizations in which the participants to the discussion act? For example,
I don't know at all the Network of direct democracy initiatives in Europe
of which Jean Ambert is member!
Otherwise, about the contribution of Sandro:
a) A constitution is not a myth, but a text of law. A constitution is
certainly necessary to clarify the European texts. But what misses it is
not a myth, but an utopia, a direction toward which one wishes to go and
that provokes discussions, passion. Europe lacks passion.
b) There is interesting things in Nice. Such as the reinforced cooperation
and the Charter of the fundamental rights which, for the future member
countries, represent certainly a plus. Remain that one cannot ask the
States that are (See Eric Weils, "Political Philosophy", Vrin edition,
Paris,1958. Eric Weils is a French philosopher) organs in charge to defend
the interests of a political community to sell out their national interests.
c) The blockage of the intergovernmental process is, to a certain extent, a
chance for the organizations. European institutions such as the Parliament,
the economic and social Council and the Commission, are going, to make a
step forward in the European construction, to develop a civil dialogue with
the organizations and foundations. The writing of one white book on the
European governance is emblematic of this state of mind.
d) By the way, that what is the governance? It is a word that I don't like,
I prefer the notion of "civil dialogue." It remains that it is necessary to
get along on what one puts behind the words before discussing. If one could
already give a common definition to the word "governance", one would have
done half of the work.
