Voici une breve synthese des echanges effectues sur le forum Eau depuis son
ouverture.
Le forum compte desormais 14 participants, dont 4 observateurs :
Participants actifs : Larbi bouguerra, George Nkami, Chan Ngai Weng, Mehdi
Lahlou, Marie Mazalto, Abou thiam, Alireza Mezdaghinia, Sadok Atallah, Rolando
Marin, Lavinia Sommaruga.
Observateurs : Gustavo Marin (coordination Alliance-FPH), Betty Nguien
(animation forum Europe), Marina Urquidi (coordination gestion/traductions
forums), Tony Faria (animation forum artistes).
Note : les observateurs sont bien entendu invites a ecrire sur le forum, bien
au contraire !
Jusqu' a aujourd'hui, 7 messages ont ete envoyes sur le forum. Les
participants
se sont surtout presentes, seules quelques personnes ont reagi au cahier de
proposition.

Se sont presentees sur le forum les personnes suivantes :
- Larbi Bouguerra : : Tunisien, vit en France. Professeur honoraire des
universites. A ete un des neuf redacteurs de la plateforme pour un monde
responsable et solidaire de l'Alliance. Grand interet pour question de
l'eau. A
longtemps travaille sur la pollution chimique.
- George Nkami (GN) : Camerounais, etudiant en gestion de l'environnement en
Egypte. Experience et grand interet pour la question des eaux usees et des
eaux
de surface.
- Mehdi Lalou : Marocain. Professeur d'économie à l'Institut national de
statistique et d'économie appliquée, au Maroc. A travaille sur questions
transversales telles l'éducation et le développement, la recherche
scientifique
et le développement, les politiques de lutte contre la pauvreté. Puis s'est
implique dans question de l'eau, l'agriculture, la lutte contre la pauvrete,
particulierement au Maroc.
- Rolando Marin : Costaricien. A etudie et travaille au Quebec. Amenagiste de
formation. Aujourd'hui Directeur du departement gestion de l'environnement de
l'université Senghor, en Egypte. A la fois enseignant, chercheur et consultant
international (developpement durable, amenagement du territoire, conservation
des aires naturelles). Grand interet pour la question de l'eau, surtout en
Afrique.
- Sadok Atallah : Tunisien. Ingenieur civil, ingenieur sanitaire et maitre
es-sciences appliquees de l'Ecole Polytechnique de Montreal, Canada.
Actuellement a la retraite. D'abord ingenieur des travaux au Canada
(construction du metro puis de systemes d'egouts). Puis en 1966, chef de
service de l'assainissement au ministere de la sante publique en Tunisie . En
1981, Directeur de l'Hygiene du Milieu et de la Protection de l'environnement
au meme ministere. Depuis 1986, consultant pour l'Organisation Mondiale de la
Sante (OMS), en gestion de la salubrite de l'environnement, de l'eau et de
l'assainissement, de l'hygiene alimentaire et du developpement des ressources
humaines. Depuis 1989, Conseiller Regional pour l'OMS (controle de la
pollution
et des risques environmentaux, Egypte) puis Directeur du Programme de
Salubrite
de l'Environnement jusqu'en 1998. Depuis, consultant. Experience de 35 ans
dans
nombreux domaines (assainissement, qualite des eaux, systemes
d'approvisionnement, controle de la pollution...).
°° 1 eres reactions sur le cahier de propositions °°
Felicitations de la part de nombreux participants sur la qualite des textes de
depart et le projet de ce forum.
=> Critiques sur la forme
- Il y a tres peu de propositions et les commentaires associés a chacune
d'elle
ne sont pas equilibres. Les propositions formulées ont un caractere un peu
trop
normatif ou declaratoire et ne se pretent pas a l'action. C'est beaucoup plus
des voeux qu'un contenu programmatoire qui pouvait se faire selon les grands
enjeux ou
sous régions geographiques. GN, 25.01.
=> Critiques sur le fond
- Même s'il est tres bien ecrit, je trouve qu'il reste bien leger et merite
d'etre davantage etoffe.
- Le champ des propositions est insuffisant et ne couvre pas tous les aspects
de l'eau (en particulier l'assainissement des eaux
usees ou la purification des eaux de surface).
- Il me semble opportun de decouper la problematique de l'eau en des sous
points bien precis tels l'assainissement, la gestion des bassins versants,
l'irrigation, les inondations, l'hydrologie, l'approvisionnement en eau, etc.
Et pour chacun de ces sous points, envisager les solutions techniques a partir
des problemes que l'on connait plus ou moins.
- Proposer davantage des expériences réussies ou des idees de projets
realisables.

- 1ere proposition : L'acces a l'eau est un droit a tout etre humain, c'est un
droit imprescriptible.
- 2eme et 3eme proposition : L'industrie etant grosse consommatrice d'eau et
pollueur par excellence, elle doit etre consideree aussi bien quand il s'agit
de gestion integree que de politique de conservation et/ou de protection des
eaux.
- 4eme, 5eme et 6eme proposition : il y aurait lieu de faire ressortir et de
souligner le besoin d'instituer " une solidarite mondiale de l'eau " et
pourquoi pas de créer " un fond mondial de solidarite de l'eau " et / ou " de
solidarite sociale".
- 7eme proposition : elle doit promouvoir l'education relative a l'eau, a tous
les niveaux , ainsi que la sensibilisation du public en general.
- page 5 : je suggere de remplacer, la Decennie de l'eau par " la Decennie
Internationale de l'Eau et de l'Assainissement ".

** Rappel des objectifs et des methodes de debat du forum **
cf 1ere ebauche du cahier de propositions :
"Notre Chantier forme le vœu que le forum de discussion et l’ébauche de cahier
jointe permettent de:
- recevoir des avis critiques tant sur le fond que sur la forme,
- établir une liste réaliste des priorités,
- rassembler des idées sur les stratégies tant locales que régionales ou
internationales pour faire aboutir nos propositions car dans le domaine de
l’eau les interrelations de tous ces niveaux sont liées et nécessaires,
- recevoir des exemples de succès ou d’échec dans le cadre de la mise en place
d’une gestion équitable ou d’une réflexion avancée sur la problématique eau
dans le monde.
Sur le plan méthodologique, il faudra une analyse approfondie pour éviter les
solutions de facilité étant donné les interdépendances et les relations
infinies et infiniment complexes dans ce domaine (Ex: pollution aux nitrates
avec ses conséquences sur l’industrie chimique, le rendement agricole, la
structure des prix des matières agricoles, l’emploi, la déprise sociale...).
tous les acteurs sont appelés à voir grand et intégrer des savoirs au delà de
leur domaine habituel de réflexion.
Les perspectives
Nul n’est devin et on ne peut préjuger des résultats. On sait cependant que
nombreuses sont les bonnes volontés et les acteurs qui se sont attelés avec
sérieux à travers le monde à réaliser telle ou telle proposition selon le
contexte.
Nos amis à travers le monde ont permis l’élaboration de ces propositions ainsi
que les multiples collaborations et réunions internationales jusqu’ici
réalisées. Nul doute qu’ils travailleront à leur diffusion, à leur
popularisation et à leur mise en débat dans les champs professionnels les plus
divers comme il sied à cette problématique vitale, à nulle autre pareille.
L’Alliance constitue le terrain naturel où la stratégie pourrait être définie,
comme elle est le lieu idéal pour à la fois diffuser ce cahier et les
documents
du Programme eau, valoriser les propositions et mettre sur pied des ateliers
méthodologiques sur les stratégies, les visions d’avenir et constituer des
groupes citoyens pour suivre et veiller à la mise en chantier de ces concepts
afin de traiter par exemple de l’irrigation, de la question des coûts, de la
sécurité alimentaire...."
** Calendrier des mois a venir **
Ce cahier de proposition entre tres largement dans la dynamique de l'Alliance,
et notamment des rencontres de juin 2001 et de decembre 2001. Au vu du rythme
actuel des echanges, il parait desormais difficile de contribuer aux
rencontres
regionale par l'apport d'un cahier de propositions, car il reste beaucoup de
travail, tant sur les propositions que sur les textes d'illustrations. C'est
pourquoi il serait plus raisonnable de se concentrer desormais sur l'echeance
decembre 2001. Concretement, nous vous proposons le calendrier suivant :
- mars a mi-mai 2001 : discussions autour des propositions et sur les
illustrations existantes et a faire de chaque proposition.
- 15 mai - debut juin : reecriture du cahier de propositions en fonction des
debats et redaction par chacun de fiches d'illustrations. Preparation a une
reunion en juin.
- juin : reunion avec les participants actifs du forum pour travailler
ensemble
pendant plusieurs jours sur la redaction de fiches d'illustration (atelier
d'ecriture). Larbi Bouguerra propose de faire cette reunion au sein de la
rencontre internationale prevue en juin, peut etre au Canada.
- juillet-aout : finalisation de l'ecriture du cahier de propositions et des
fiches d'illustration.
- septembre-octobre : traduction en plusieurs langues pour la rencontre de
decembre 2001.
Chers amis, ce calendrier ne pourra etre tenu qu'a deux conditions, dont la
premiere depend totalement de vous tous : seule une participation active de
chacun de vous permettra d'avancer sur le cahier de propositions, seul un
decorticage des propositions, des critiques pour ensuite mieux se les
approprier, permettront a l'equipe de faire un travail collectif reellement
efficace et utile. Merci a tous de comprendre cet enjeu essentiel pour la
suite
de notre aventure! La deuxieme condition a l'elaboration de ce calendrier est
le budget : cette question concerne plus directement Larbi Bouguerra et
Gustavo

- Mehdi Lahlou, Moroccan.Professor in economy at the National Institute of
Statistics and Applied Economics, Morocco. Has worked on transversal questions

Congratulations from many of the participants for the quality of the first
texts and for the forum project.
=> Critical on the shape
- There is very few propositions and the comments associated are not balanced.
The formulated propositions have a character a little too normative or
declarative and are not suitable for action. It is a lot more the wishes
than a
program content that be done from the big stakes or by geographical regions.

- Even though it is very well written, I find that it remains quite light and
could be more enriched.
- The field of the propositions is insufficient and doesn't cover all aspects
of water (in particular the purification of the sloppy waters or the
purification of the surface waters).
- It seems appropriate to me to cut the problematic of water in precise points
such as purification, the management of the pouring basins, irrigation,
flooding, hydrology, provision in water, etc. And for each of these points, to
consider the engineering solutions from the problems that one knows more or
less.
- Propose more successful experiences or ideas of feasible projects.

- 1st proposal: The access to water is a right for all humanbeing, it is an
imprescriptible right.
- 2d and 3rd proposals: The industry, being par excellence a big consumer of
water and pollutant, must be considered both when it is about integrated
management and conservation politics and/or waters protection.
- 4th, 5th and 6th proposal: It would be useful to express and underline the
need to institute " a world solidarity of water " and why not to create " a
world fund of water solidarity " and / or " of social solidarity."
- 7th proposal: it must promote the education relative to water, at all
levels,
as well as the public sensitisation in general.

** Reminder of the forum debate objectives and methods **

"Our current workshop hopes to enable the discussion forum and the
accompanying
project outline to:
- collate critical opinion, in terms of both form and content,
- draw up a realistic list of priorities,
- bring together ideas on strategies - be they local, regional or
international
- in order to see our proposals implemented, since in the field of water
supply
cohesion among all these levels is vital,
- collate examples of successes and failures with regard to projects aiming at
setting up equitable management or high-level analysis of water supply issues
all over the world.
In terms of methods, an in-depth analysis is required in order to avoid the
“easy option”, particularly given the interdependence and the boundless - and
boundlessly complex - relationships which exist within this field (for example
nitrate pollution and its consequences on the chemical industry, agricultural
yield, price structures for agricultural materials, employment and social
lassitude). All participants should broaden their horizons, incorporating
other
forms of knowledge into their usual fields.
Perpectives
No one is clairvoyant, no one can predict the results. However, it is known
that many are committed and the participants have seriously set their minds to
the tasks in hand all over the world in order to bring one project or another
to fruition, according to the context.
Our friends all over the world have made it possible to define these
proposals,
along with the many co-operative projects and international conferences which
have already taken place. There is no doubt that they will continue to spread
these ideas and encourage debate thereon within their professional fields,
diverse as they are, as befits this unique issue.
The Alliance is the natural forum in which the strategy may be defined,
just as
it is the ideal vehicle for distributing the project outline and other
documents related to the water supply programme, for validating proposals and
setting up method-based workshops on strategies and future perspectives, for
bringing together groups of citizens to follow up and supervise the
implementation of these concepts in order to deal with such issues as
irrigation, costs and food safety."
** Calendar for the coming months **
This dossier of proposals enters largely in the Alliance dynamics, and
especially in June and December 2001 meetings. Given the current rythm of the
forum exchanges, it now seems hard to contribute to June regional meetings
with
an up-dated dossier of proposals, since it still remains a lot of work,
both on
the proposals and the illustration texts. Therefore it is more reasonable to
now concentrate on December 2001 deadline. Concretely, we propose you the
following calendar:
- Marsh a mid-May: discussions around the proposals and existing/to be written
illustrations for each proposition.
- 15 May - First June: rewriting of the dosseir of proposals according to the
debates and writing of illustration files, by each of you who have experiences
to share.
Preparation to a meeting in June.
- June: meeting with the most active participants of the forum to work
together
during several days on the writing of illustration files (writing worshop).
Larbi Bouguerra proposes to do it during the international meeting in June,
maybe in Canada.
- July-August: last work on the writing of the dossier of proposal and
illustration files.
- September-October: translation in several languages for December 2001
Alliance meeting.
Dear Friends, this calendar will be possible to achieve only if we gather two
conditions, and the first one depends completely on you: only an active
participation of each of you will allow to evolve on the dossier of proposals,
only a desmanteling of the propositions, only critics in order to better
appropriate them, will allow the team to do a really efficient and useful
collective work. Thanks to all of you to understand this essential condition
for the following of our adventure! The second condition for the
elaboration of
this calendar is the budget: this question concerns more directly Larbi
Bouguerra and Gustavo Marin.
