organizes themselves to defend their rights **
Fotouni is a place in the department of High-Nkam, western Cameroon.
Eminently mountainous zone which fundamental characteristic is summarized
in its particularly accidental relief. Naturally, the situation is not
favorable for development of the axes of communication. Too many
difficulties, owed to the steep slopes and soil that is, to large extent,
exposed to crumblings and other relief accidents. Yet, Fotouni, enclosed,
has a career of stones, one of the most appreciated in the region. Well,
when asphaliting the Kékem-Bandjoun road, the society in charge of this
enterprise agreed with local authorities and population to stock 500 trucks
of gravel for the maintenance of the road linking Fotouni with Bandja and
Bamendjou. This is a very important section for the circulation of people
and goods allowing Fotouni to be connected with the rest of the world.
Knowing that the contract concerning the exploitation of the career is
about to finish, and that this enterprise didn't respect its engagements,
the local population organized a set of "sit-in" to defend their affaire.
The society justified its actions by explaining that one kilometer of an
asphalted road costs 75 millions of Francs C.F.A, whereas the population of
Fotouni is not capable to provide even a half of the money necessary to
construct 17 kilometers that counts this section. To this argument, the
populations opposed the fact that, contrary to what was agreed in the
contract of exploitation of the career, the enterprise in question sold
Fotouni's stones in the markets of Douala. Even worse, the society also
sold the gravel of this career to individuals.
Comment:
In the moment we are writing this file, the negotiations continue in order
to unblock the situation. This situation, similar to the one that the Ogoni
population in Nigeria is passing through, creates a problem of governance
or environmental justice. The act of "rebellion" of the Fotouni population
indicates the will of these people not to accept what they are exposed to.
At the same time, it proves their capacity and their willingness to manage
the stakes of their development and, by their involvement, the definition
of their destiny. Several similar experiences emerge in this region of
Cameroon, demonstrating that inhabitants are a necessary component that has
to be taken into account in development projects.

Fotouni es un lugar en la seccion Alto-Nkam, al oeste de Camerun. Zona
sumamente montanosa cuya caracteristica fundamental se resume en su relieve
particularmente accidental. Situacion, naturalmente, muy poco propicia a la
instalacion de vias de comunicacion por rutas. Demasiadas dificultades,
debidas a las cuestas empinadas y la tierra muy expuesta a los
desprendimientos y otros accidentes del relieve. Todavia, Fotouni,
encerrado, tiene una carrera de piedras, lo mas apreciados de la region.
Sin embargo, en la ocasion de asfaltado de la ruta Kekem-Bandjoun, la
sociedad en cargo de estas obras se puso de acuerdo con las autoridades
locales y la poblacion para abastecer 500 camiones de arena gruesa para
entretenimiento de la ruta que reune Fotouni con Bandja y Bamendjou.
Seccion muy importante para la circulacion de las personas y posesiones que
permiten a Fotouni conectarse al resto del mundo. Sabiendo que el contrato
de explotacion de su carrera se estava terminando, y que, por otra parte,
la empresa todavia no logro respectar sus compromisos, la poblacion
organizo una serie de "sit-in" para defender su causa. Justificandose, la
empresa afirmo que un kilometro de la ruta asfaltada cuesta 75 millones de
Francos C.F.A, pero que la poblacion de Fotouni no es capaz de dar ni la
mitad de este dinero para construir los 17 kilometros que cuenta esta
seccion. A este argumento, la poblacion opuso el hecho que, contrariamente
a las clausulas del contrato de explotacion de la carrera, la empresa en
cuestion vendio las piedras de Fotouni en mercados a Douala. Mas grave,
vendieron la arena gruesa de esta carrera a los individuos.
Comentario:
En el momento en que escribimos esta ficha, las negociaciones continuan a
fin de debloquear la situacion. Esta situacion, similar a una que
actualmente vive la poblacion de Ogonis en Nigeria, pone un problema de
gobernanca o justicia medioambiental. El acto de "rebelion" de la poblacion
de Fotouni indica la voluntad de estas personas para no aceptar lo que
occure. Eso justifica su aptitud y su voluntad para manejar las posturas de
su desarrollo y, en la participation, la definicion de su destino. Varias
experiencias similares emergen en esta region de Camerun, demuestrando que
los habitantes son un componente necesario que hay que tomar en cuenta en
los proyectos de desarrollo.
