Dear friends,
In 1996 the UN-world-conference on human settlements worked out the
Habitat-Agenda, which defines main goals and principles of urban governance
like participation, partnership of all sectors, enabling markets-approach,
gender-awareness, right to adequate shelter, decentralisation, support for
independent organizations and much more. Compared to other official
documents this one seems rather good to me. But what happened with
implementation? How was the document used at local levels?
Now in June there will be a special UN General Assembly, which will discuss
the implementation and experiences. At the last session of the preparatory
committee in Nairobi especially the US-government tried to put thinks back
before 1996, demanding an exclusion of NGOs from official debates and so

me this is one indicator of a backslash.
In Germany the Habitat-Agenda isn´t used in a serious way, neither by the
national government nor at local levels. Even Local Agenda 21 seems not to
pay attention on it.What are your experiences with the Habitat Agenda at
local levels? Is it known and used as a guideline? Or does play no role?
What do you think about the content? Is it productive to iscuss it further
on? Should we engage in the coming up debates, especially in the UN-event
in New York next June?
We in Germany are trying to establish two independent regional
habitat-monitorings in Berlin and NRW. Habitat International Coalition is
trying to promote an independent monitoring at an European level. Do you
have started similar initiatives or would you like to be involved? For more

l'Agenda de l'Habitat qui definit les principaux ojectifs et les principes
de gouvernance urbaine tels que la participation et le partneria de tous
les secteurs, permettant ainsi une approche du marche, la conscience sur la
question des genres, le droit a l'abris adequat, la decentralisation, le
soutien pour les organisations independantes et beaucoup plus. En
comparaison avec d'autres documentes officieux, a mon avis celui-ci parait
plutot bien. Mais qu'est qu'il s'est passe avec le mise en oeuvre? Comment
le document a ete utilise au niveau local ?
En juin il aura lieu un Assemble general speciale de l'ONU qui discutera la
mise en oeuvre et les experiences. Pendant la derniere session du comite
preparatoire a Nairobi, le Gouvernement americain a surtout essaye de
mettre les choses en arriere, avant 1996, en demandant l'exclusion des ONGs
des debats officiels, etc. (voyez:

c'est l'indicateur d'un contrecoup.
En Allemagne l'Agenda de l'Habitat n'est pas utilise d'une facon serieuse,

l'Agenda 21 local ne s'adresse pas a lui.
Quelles sont vos experiences avec l'Agenda de l'Habitat au niveau local ?
Est elle reconnue et utilisee comme une directive? Ou elle ne joue aucun
role? Qu'est-ce que vous pensez de son contenu? Est il productif de
continuer d'en discuter ? Est-ce que nous nous engagerons dans les debats a
venir, plus precisement dans le prochain evenement de l'ONU a New York ?
Nous en Allemagne, nous essayons d'en etablir deux independantes
surveillances regionales de l'habitat a Berlin et NRW. La Coalition
Internationale de l'Habitat essai d'encourager une surveillances
independante un niveau europeen. Avez-vous commencer de faire les
initiatives semblables ou est-ce que vous aimeriez etre y implique ? Pour

todo, poner pensamiento atrás, antes de las 1996, exigiendo exclusión de

En Alemania la Agenda del Hábitat no se usa de una manera seria, ni por el

Nosotros en Alemania estamos intentando establecer dos "monitorings"
independientes regionales del hábitat en Berlín y NRW. La Unión
Internacional del Hábitat intenta promover un supervisando independiente a
