Are Citizen Conferences Compatible with Democracy?

Citizen conferences are a novel way of dealing with complex issues that neither referendums, nor parliaments, nor the executive do not seem up to dealing with efficiently. They are constituted of juries according to a judicial model. After an "audition of experts" or "stakeholders" generally presenting contradictory positions, they make decisions. This paper shows how such conferences can henceforth have a role in the current framework.
