Experience Reports on Implementing Citizens Conferences

This document was drawn up on the basis of the the documents compiled for a meeting of the Alliance Workshop "Political Renewal," held in Brussels in 1998 on the theme of citizens conferences. Other Experience Reports from the DPH (Dialogue for the Progress of Humanity) data base have been added.

The file collects experiences of citizen involvement that play out the most essential foundations of our democratic societies by encouraging the generalization of deliberative processes, which have all too often been confined to the spheres of the state. The point is not to gain positions of public power, but to generate, within representative democracies, a new political rationale that, although it does not necessarily have decision making as a direct consequence, does contribute to orienting decisions in a constructive way and to give them a democratic framework.

The practice of informing, discussing, and deliberating implemented by these citizens conferences, because they make it possible to broach domains where there are no ready-made solutions, put back proposal-development back on civil society's agenda.
